Why 50KB is the hard one
A 50KB cap is the tightest in common use, and it is almost always a passport, visa or exam portal that sets it. The arithmetic is what makes it awkward: a 413×531 passport photo is about 219,000 pixels, so 50KB of JPEG leaves under two bits per pixel to describe the whole image.
That is workable for a head-and-shoulders portrait against a plain background, which is exactly what these portals ask for. It is not workable for a 12-megapixel phone photo. Compressing a full-resolution original straight to 50KB will either fail or return something visibly broken, because there is no quality setting low enough to fit 12 million pixels into that space.
So resize first. Bring the image down to the pixel dimensions the portal asks for, and only then compress. Once the pixel count is right, 50KB usually stops being a fight.
File size or dimensions? A limit written in KB is about how much space the file takes up; a limit written in pixels is about how big the picture is.
