The 100KB trap: minimum sizes
100KB is the common band for job portals and government exam applications, and it is roomy enough that a correctly resized photo lands there without much visible loss.
The thing that catches people out is the other end of the range. Many of these portals set a minimum as well as a maximum — 20KB to 100KB is a frequent pairing — and a file that comes in at 12KB is rejected just as firmly as one at 300KB. If you compressed aggressively "to be safe", that is usually why the upload bounced.

File size or dimensions? A limit written in KB is about how much space the file takes up; a limit written in pixels is about how big the picture is.
