Convert to PNG when you plan to edit and re-save repeatedly (PNG is lossless, so it will not keep degrading), or when a tool only accepts PNG. Remember a JPG has already thrown away some detail and has no transparency — PNG keeps what is there without adding more loss, but it cannot bring back what JPG removed.
